Now Available for Public Review – NRCS Waste-Related and Heavy Use Area Protection Standards

Wisconsin NRCS Draft Conservation Practice Standard (CPS) 561 Heavy Use Area Protection; CPS 627 Wastewater Treatment, Milk House; CPS 632 Waste Separation Facility; and CPS 634 Waste Transfer are available for Broad Review.

The Standards Oversight Council (SOC) and Wisconsin Natural Resources Conservation Service (NRCS) are seeking public comment on the drafts for a group of conservation practice standards.  The following draft NRCS WI Conservation Practice Standards (CPSs) are now available for review: CPS 561 Heavy Use Area Protection; CPS 627 Wastewater Treatment, Milk House; CPS 632 Waste Separation Facility; and CPS 634 Waste Transfer. The deadline to submit comments on updated drafts is May 9, 2022.

The changes stem from the NRCS national language updates. In addition, as a result of national office addition of a new standard CPS 627 Wastewater Treatment, Milk House, CPS 629 Waste Treatment is being eliminated. Pertinent content previously in CPS 629 is being moved to CPS 561 or CPS 627. The proposed changes in CPS 561 would allow some concrete structures to use fiber-mesh and glass fiber polymer reinforcement in lieu of steel reinforcement. Proposed changes to CPS 634 include removal of gutters and allowance for a pump shutoff switch in lieu of a pressure relief valve.

NRCS is following the framework for Modified Process, outlined in the SOC Technical Standards Process Handbook on these updates to CPS 561, 627, 632 and 634.

  • CPS 632 Waste Separation Facility; and
  • CPS 634 Waste Transfer.
• Submit your comments via email to soc@wisconsinlandwater.org by midnight on Monday, May 9, 2022.
  • Keep comments specific and directly related to the standard(s) you are reviewing.
  • As you review, note that text in blue is proposed NRCS Wisconsin language and text in black is NRCS National language. NRCS National language changes are limited and must be more restrictive than what is listed.
  • You may insert your comments into the Adobe pdf documents, or otherwise indicate the standard and page or line numbers to which each of your comments refer.
  • Respond in the same order as the sections appear in the drafts.
  • If you have general comments applicable to an entire standard, please note them as such.

After the notice period is complete, all comments will be considered by NRCS. Revisions may be made to the document and the final standards will then be made available to internal and external stakeholders.
