The Standards Oversight Council and Wisconsin Natural Resources Conservation Service (NRCS) are seeking public comment on WI Conservation Practice Standard (CPS) 380 Windbreak-Shelterbelt Establishment and Renovation.  The deadline to submit comments on this draft is November 30, 2022.

The changes stemmed from the NRCS national language update to the standard and its associated technical documents that provide criteria for establishing, enhancing, or renovating windbreaks.  A SOC work team updated the general criteria and additional criteria and considerations necessary to achieve the practice purpose in Wisconsin with the multiple applications of windbreaks (wind erosion, crop protection, crop transpiration and soil moisture management, homestead/livestock protection and reduced energy usage, snow barrier, snow dispersal, odor/air quality abatement, pesticide drift control).

NRCS is following the framework for Full Process outlined in the SOC Technical Standards Process Handbook.  Background information about this work team and progress is available on the project team website.

How To Submit Comments

  • Review the updated draft WI CPS 380 Windbreak-Shelterbelt Establishment and Renovation;
  • Submit comments via email to soc@wisconsinlandwater.org by midnight on Wednesday, November 30, 2022.
    • Keep comments specific and directly related to the standard you are reviewing.
    • As you review, note that text in blue is proposed NRCS Wisconsin language and text in black is NRCS National language. NRCS National language changes are limited and must be more restrictive than what is listed.
    • You may insert your comments into the Adobe pdf document, or otherwise indicate the standard and page or line number(s) to which each of your comments refer.
    • Respond in the same order as the sections appear in the drafts.
    • If you have general comments applicable to the entire standard, please note them as such.

After the review period is complete, all comments will be considered by NRCS and the SOC work team. Draft revisions will be considered and the final updated technical standard will be available to internal and external stakeholders.
