The Wisconsin Department of Natural Resources (DNR) is seeking public comment on two draft DNR technical standards related to coagulant dosing of storm water wet detention ponds. One standard focuses on adding aluminum-based coagulants on a flow-weighted basis during rain events. The second standard addresses adding aluminum-based coagulants to the permanent pool surface as an existing pond maintenance action. Both standards are intended to provide enhanced capture of total suspended solids (TSS) and total phosphorus (TP).
These standards are being created following the Full Process outlined in the Wisconsin Standard Oversight Council (SOC) Handbook. Over the past two years, a technical work team met numerous times to share their expertise and experiences, identify the goals and issues related to dry storm water detention, learn from researchers and experts in the field, and consider input through expert and public review. The project goals and progress are documented on the SOC team website.
The deadline to submit comments is 06 October 2025.

- Submit comments via email to soc@wisconsinlandwater.org by midnight on 06 October 2025.
- Keep comments specific and directly related to the two standards;
- Insert your comments into the Adobe pdf document or otherwise indicate the line number(s) page(s) to which each of your comments refer;
- If you have general comments applicable to the entire standard, please note them as such;
- Lastly, given that there are two standards available for public review, please be clear regarding which standard your feedback is in reference to.
After the review period is concluded, all comments will be considered by the DNR and the SOC team for these technical standards Revisions may be made to the document and the final updated technical standard will be published and made publicly available.
