Purpose.   Revisions to Wisconsin Conservation Practice Standards and Specifications.

Explanation of Changes.


Section IV: Conservation Practice Standards and Specifications:

Anionic Polyacrylamide (PAM) Application (CPS 450) – The revision adds a purpose to the standard to “improve soil surface infiltration rate and minimize soil crusting to allow for uniform plant growth on irrigated land.” There was also criteria for this purpose added to the standard which sets the PAM application rate to not exceed 4 pounds per acre, as well as criteria for mixing and injecting the PAM.

Constructed Wetland (CPS 656) – Revised language as needed to improve readability and clarify intent of criteria. Additional conditions related to bioreactors and saturated buffers were added. Added criteria under heading “Additional Criteria Applicable to Constructed Wetlands for Water Quality Improvement” to use design procedure recognized by the regulatory and academic conservation partners, and to select a design hydraulic retention time that will achieve the intended water quality results. Added consideration to address odor concerns near populated areas.

Denitrifying Bioreactor (CPS 605) – The unit is changed from “Ea.” To “No.” Under “General Criteria Applicable to all Purposes,” in the equation, a “plus” sign replaces the “minus” sign. Under ”Considerations,” the Practice Code for Nutrient Management is 590, not 554.

Ethyl Propylene Diene Terpolymer (EPDM) Geomembrane Lining (WCS 205) – Section 7.B. was re-written to clarify sampling. Section II removed the requirement for an independent third party inspector. This allows the inspector to be an employee of the engineer.

Geotextiles (WCS 013) – Clarified Permittivity in Tables 1 and 2 by added a separate row for water flow in English units and removed abbreviations (both Min.) for minutes and minimum.

Livestock Pipeline (CPS 516) – Table 2 removed, updated, and incorporated into 516 WCS and 015 WCS.

Plastic Pipe Conduits (WCS 015) – AWWA C900 for Pressure Rated PVC added. Also, removed ASTM D-3350 because it is already required by the particular pipe ASTM.

Polyethylene (PE) Pressure Pipe and Tubing for Livestock Pipeline (WCS 516) – New specification for PE tubing only.
