Wisconsin DNR Draft Technical Standard 1072 Horizontal Directional Drilling is available for Broad Review.  The deadline to submit comments has been extended to March 28, 2022.

Horizontal directional drilling (HDD) is often used to avoid or minimize impacts to wetlands, waterways, roads, and other surface features.  During HDD operations, there is a risk of inadvertent release (IR) of drilling fluid that can impact water resources.  The draft WDNR Technical Standard 1072 HDD identifies planning and implementation practices to protect water quality by reducing the risk of IR of drilling fluid and limiting the impact to water resources if an IR does occur.  The draft standard was created by a technical team that examined existing research, considered new technologies, proposed criteria, and considered input from experts. We are now soliciting comments from the public on the draft technical standard as part of the Broad Review.

This draft standard was created through the Wisconsin Standards Oversight Council (SOC) Full Process using the framework and principles outlined in the Technical Standards Process Handbook.  Background information about this work team and progress is available on the project website.

    • You may insert your comments into the Adobe pdf document, or otherwise indicate the page or line numbers to which your comments refer.
    • Keep comments specific and directly related to this technical standard.
    • If you have general comments applicable to the entire standard, please note them as such.

After the notice period is complete, all comments will be considered by the SOC work team and WDNR. Revisions may be made to the document and the final technical standard will then be made available to internal and external stakeholders.

The WDNR maintains, implements, and develops Storm Water Construction and Post-Construction technical standards to assist with the compliance of Chapter NR 151, Wisconsin Administrative Code. The process established by the Wisconsin Standards Oversight Council is the process the agency uses to develop or revise technical standards pursuant to Subchapter V of NR 151. The WDNR is a member of SOC along with several other federal and state agencies and conservation organizations to ensure that technical standards used for soil and water conservation in Wisconsin are science-based and involve collaboration with other impacted agencies.
