NRCS FOTG Update: Notice WI-90

The following technical standards were revised via the SOC Minor Process.

FOTG  NOTICE WI-90

Purpose. Revisions to Wisconsin Conservation Practice Standards and Specifications.

Effective Date. This notice is effective upon receipt.

Section IV: Conservation Practice Standards and Specifications:

Access Control (Code 472) – Reviewed with no revisions required. Updated format with verbiage edits to comply with the Plain Language Act.

Anaerobic Digester (Code 366) – Revised language as needed to improve readability and clarify intent in criteria per the national standard. “Conditions Where Practice Applies” section was updated, and two items were removed. Provided additional information on the use of open and closed flares. Updated the safety section.

Critical Area Planting (Code 342) – Revised language as needed to improve readability and clarify intent of criteria. The purpose of stabilizing areas being degraded by the concentration of salts or other chemicals was deleted and is covered in other conservation practice standards. Critical slope criteria to stabilize banks, shore lines, and other areas was changed from 2:1 slopes to 3:1 slopes.

Dam (Code 402)- New Wisconsin Standard. Criteria was adopted from the national standard.

Forest Trail and Landings (Code 655) – Reviewed with no revisions required. Updated format with verbiage edits to comply with the Plain Language Act.

Residue and Tillage Management, No Till (Code 329) – Updated General Criteria to align with the national standard. Revised Considerations to include Manure Injection.

Road/Trail/Landing Closure and Treatment (Code 654) – Reviewed with no revisions required. Updated format with verbiage edits to comply with the Plain Language Act.

Stream Crossing (Code 578) – The purpose of this standard has been modified to only address resource concerns. Criteria listed as considerations was moved to the appropriate criteria section. Language has been simplified to better coordinate CPS 578 with other conservation practices, policy, and procedures by cross-referencing instead of reiteration.

Structure for Water Control (Code 587)- Updated criteria and added references per the national standard update. Other changes improved the clarity of language used in the standard.

Tree/Shrub Establishment (Code 612) – The “Purposes” and “Conditions Where Practice Applies” sections were refined. One purpose was added and one purpose removed. The criteria were adjusted to match the changes in purposes. The “Considerations,” “Plans and Specifications,” and “Operations and Maintenance” sections were refined and the references were updated.

Water and Sediment Control Basin (Code 638) – Revised language as needed to improve readability and clarify intent of criteria per the national standard update. Topsoil criteria and the auxiliary spillway portion of the outlet criteria were moved to the considerations section since these are not always required. Added criteria for embankment foundation preparation.

Woody Residue Treatment (Code 384) – Reviewed with no revisions required. Updated format with verbiage edits to comply with the Plain Language Act.

Concrete (WCS 4) – Minor edits and format adjustments were made. The term “liquid-tight” was removed and replaced with “liquid containment”.

Ethyl Propylene Diene Terpolymer (EPDM) Geomembrane Lining (WCS 205) – Tables 1 and 2 were updated to reflect current ASTM specifications and physical properties.
