NRCS FOTG Update: Notice WI-89

Several new and revised technical standards are listed below. This includes Waste Storage Facility (CPS 313) and several Pond Sealing and Liner treatment standards that were updated by a Standards Oversight Council Full Process team. The team drafted these standards over the course of a year, including input from outside experts and a public review period. Other standards have been updated through the SOC Minor Process.

SUBJECT:   WISCONSIN FIELD OFFICE TECHNICAL GUIDE

PurposeRevisions to Wisconsin Conservation Practice Standards and Specifications

Explanation of Changes.

 Section IV: Conservation Practice Standards and Specifications:

Feed Management (Code 592) – Changes in format. stronger emphasis on feed management for pathogen control and odor and greenhouse gas mitigation, feed management by grouping of animals, as well as select wording changes are incorporated. The new version should be easier for NRCS field staff to use and easier for producers to understand.

Forest Stand Improvement (Code 666) – Snags, Dens, and CWD criteria was added to Additional Criteria to Improve Wildlife Habitat.

Heavy Use Area Protection (Code 561) – Table 1 Option N was changed from Geotextile Class IV to Class ITT.

Pond Sealing or Lining, Compacted Soil Treatment (Code 520) – This new CPS combines the existing compacted soil liner standards (52lB, 521C, and 521D) into one CPS. As a result, a change to the title was necessary, along with other changes needed for clarification, consistency, and 508 compliance requirements.

Pond Sealing or Lining, Concrete (Code 522) This is a new standard developed as an alternative practice for lining and sealing animal waste storage ponds and lagoons as needed. It also covers concrete design requirements that are not specified in Waste Storage Facility (Code 313).

Pond Sealing or Lining Geomembrane or Geosynthetic Clay Liner (Code 521) – Titlchanged from  “Pond Sealing or Lining – Flexible Membrane” to “Pond Sealing or Lining- Geomembrane or Geosynthetic Clay Liner” to better reflect the current industrial standard nomenclature. Practice Standard Code changed from 521A to 521. Units changed from “Number” to “Square Feet” to better represents the quantity of the practice installed. HDPE liner thickness changed from 40 mil to 60 mil.

Short Term Storage of Animal Waste and Byproducts (Code 318) – This is a newly issued National Standard.

Silvopasture (Code 381) – The title was changed from “Silvopasture Establishment” to “Silvopasture.” The “Definition,'” “Purposes” and “Conditions Where Practice Applies” sections were refined. Two purposes were removed and three purposes were added. The criteria were adjusted to match the changes in purposes. The “Considerations” and “Operations and Maintenance” sections were refined and the references were updated.

Waste Storage Facility (Code 313) The revised national standard removed the various liner types and placed them into individual standards (520 series). Concrete criteria references ACI 350 or additional protections for facilities in sensitive environmental settings.

WCS 4 Concrete – Information relating to waterstop materials and installation was removed and placed in the new Wisconsin Contraction Specification 004-WS Embedded or  Expansive  Waterstop.

WCS 004-WS Embedded or Expansive Waterstop – New specification dealing with waterstops only.
